The Region : Slumlord Gets 60-Day Sentence, Fine

The owner of a Central Los Angeles slum apartment house was sentenced to 60 days in jail and fined $4,500 plus $3,100 in penalty fees after pleading guilty to nine counts of building safety, health and fire code violations. It is the second time Jean Arslan has been convicted and sentenced for violations discovered in the apartment house he owns at 2120 W. 11th St., and in addition to the other penalties, Municipal Judge Veronica Simmons-McBeth also ordered him to divest himself of the building. Deputy City Atty. William Cullen said Arslan was convicted of similar offenses in 1982, was placed on 24 months probation and ordered to bring the building into compliance, but he failed to do so and was forced to serve 30 days in jail and pay a fine of $4,000 plus penalty fees.
