For the second time in two years residents here are planning to launch a drive to obtain cityhood for this unincorporated community of 65,000. The cityhood issue will be the focus of a town meeting scheduled for 7:30 p.m. today at Newton Jr. High School, 15616 Newton Ave. The draft environmental report on a waste-to-energy plant proposed for the nearby Puente Hills Landfill also will be discussed at the meeting, which is sponsored by the Hacienda Heights Improvement Assn.

A 12-member Hacienda Heights Incorporation Committee has been formed to promote the cause. On Wednesday the committee intends to begin circulating a petition to put the issue on the ballot in November, 1986, Chairman Bob Preston said. In 1983, a similar petition was invalidated when it was determined that some of the signatures were fraudulent.

The area is now governed by the Board of Supervisors. Proponents assert that cityhood would provide more local control over government service and spending. Opponents believe that forming a separate city would cost taxpayers more money by adding an extra layer of government.
