The firing of Palma Cabiles, the former program manager at the San Diego County mental health hospital in Hillcrest, was upheld Wednesday by the county Civil Service Commission.

Cabiles was fired in April after the county grand jury alerted Health Services Department officials that she had served in the job for more than a year without obtaining a required California license to practice psychology.

Cabiles was reinstated May 15 after the Civil Service Commission determined the department had not followed due process. The next day, the department fired Cabiles again, this time stating that her failure to obtain the license represented “negligence resulting in harm or significant risk of harm to the public or public service; failure of good behavior; and acts incompatible with or inimical to the public service.”

After a two-day hearing, Commissioner Francis Kilcoyne recommended that the commission uphold the department’s second attempt to fire Cabiles. The commission accepted that recommendation Wednesday.
