Soviet Offer of Moratorium
I respectfully implore the President to match the Soviet Union’s temporary nuclear test moratorium. If this is a major propaganda move by the Soviets, the best countermove is to match their proposal, wait them out, and when they resume testing, the entire world will know which country is truly dedicated to world peace and which country merely gives it lip service.
Additionally, if by our matching their proposal they feel compelled to extend the moratorium, then the entire world benefits. For the United States it is a Win/Win situation. Let’s call their bluff.
The United States does not have to be the initiator of every move toward world peace, but it does have to be a participant. Let’s put our deeds where our mouths are.
