It’s not just the homeless who need help. So do the aged, youngsters seeking the shelter offered by foster parents, and others seeking to live together in small groups in private residences. They are trying to avoid institutional confinement and rebuild their lives. What they need is public understanding and acceptance of neighborhood board-and-care homes.

They received anything but that from about 150 residents of south Orange County who attended a hearing Aug. 1 held by Assemblyman Gilbert Ferguson (R-Newport Beach), who is considering legislation to give local residents more control in keeping the homes out of their neighborhoods.

Several years ago, the Legislature, responding to the need, exempted such residential care facilities from local regulations requiring special permits and public hearings.

Compassion and common sense dictate that the state not abandon that policy now.
