Reagan Gets Paper Work Done at Ranch

President Reagan, on his first vacation since his cancer surgery, tended to paper work this morning and planned later to survey his hilltop ranch by foot and in a vehicle, his spokesman said today.

Reagan awoke to a cloudy, chilly morning at Rancho de Cielo, had breakfast with the First Lady and “spent the morning on paper work,” said White House spokesman Larry Speakes.

The Reagans planned to take a walk together later when the sun broke through, Speakes said.

“The President plans to survey the ranch by jeep to identify projects he’ll work on,” Speakes said. No horseback riding was planned until later in the President’s three-week vacation.

Reagan arrived here Sunday with a 10-page study paper in hand to help prepare for his November summit meeting with Soviet leader Mikhail S. Gorbachev.

The White House said Reagan plans to press the Soviets on human rights issues during nine hours of meetings with Gorbachev, the first U.S.-Soviet summit of Reagan’s presidency.

Speakes said Sunday that the United States and the Soviet Union had arrived at a preliminary outline for the meeting, to be held Nov. 19 and 20 in Geneva.

Speakes, accompanying Reagan aboard Air Force One, told reporters that the outline includes nine hours of formal discussions.
