The Stockton City Council appointed a new councilman to fill the few remaining months of the council term of Mayor Randall Ronk, who was ousted Aug. 1. Council members voted 7 to 1 to name Walter Kendall III to the post. Kendall, owner of an office supply company, said he probably will not be a candidate in November’s municipal election. Ronk contended that he spent the money on a private investigation of a political rival, Councilman Ralph Lee White.
