The nation faces a serious shortage of rental housing that could become a crisis for low-income families by the end of the decade, said a study by the National Assn. of Housing and Redevelopment Officials. Calling for “an aggressive program” to rehabilitate existing rental housing stock, the study said 600,000 new units annually are needed to meet shortfalls in rental housing construction caused by the low levels of construction from 1980 to 1982.
