William M. Gilbow has been promoted to partner in charge of tax services in the Orange County office of Peat, Marwick, Mitchell and Co. Gilbow, 44, has been a partner since 1978. Howard D. Bland, an audit partner with Peat Marwick, was elected vice president of the California Society of Certified Public Accountants. Bland, 43, also works in the Costa Mesa office of the international accounting firm.
