A Tracy man leaped from the Golden Gate Bridge and bobbed to the surface seconds after hitting the water, waving to witnesses. Kenneth Baldwin, 28, became the 18th known leaper to survive the 220-foot plunge, authorities said. He was in stable condition at Letterman Army Hospital. Since the span opened in 1937, 832 leapers are known to have died.
