MANILA —
Twenty-five inmates escaped from the Cebu city jail before dawn Sunday, crawling to freedom through a tunnel dug beneath a cellblock toilet. Guards shot and killed one inmate and recaptured four. A sixth surrendered within hours of the escape, but 19 inmates remain at large.
