Florida’s state Cabinet, sitting as the Board of Executive Clemency, rejected Gov. Bob Graham’s recommendation that a 76-year-old man sentenced to life in prison in the “mercy killing” of his sick wife be freed pending his appeal to the state Supreme Court. Only two of the six Cabinet members were in favor of conditional release for Roswell Gilbert, who has been in prison since his first-degree murder conviction in May. Three Cabinet votes were required to carry the proposal.
