Refund Action Delayed: Residents may or may not get a refund from the city’s $11.34-million settlement with Southern California Edison. But regardless of whether the money is applied as a refund or used to offset a proposed electricity rate increase, city officials are planning on a rate raise within a year. City Council members Tuesday postponed authorizing the distribution of $11.34 million as a one-time credit to customers next month. The public utilities board, with the support of the Chamber of Commerce, suggested officials apply the money to offset a planned 5.5% increase slated to go into effect Sept. 4. But even if the utilities board postpones the 5.5% increase now, they will implement another increase next year. Council members are scheduled to discuss the refund at their Sept. 24 meeting.
