Reagan Calls for A-Arms Cuts

President Reagan today asked Moscow to join the United States in building a stable and more cooperative relationship, starting with radical cuts in nuclear arsenals.

The President issued his call in a message delivered to delegates attending a conference reviewing the 1970 Non-Proliferation Treaty on preventing the spread of nuclear weapons. The Reagan message was read to the conference by U.S. chief delegate Kenneth L. Adelman, director of the Arms Control and Disarmament Agency.
