The City Council has approved a 5% utility tax that will be applied to residents' use of water, natural gas, cable television and electrical and telephone services. It is expected to raise more than $500,000, most of which will go for police salaries. People who are over age 62, disabled or low-income may apply for exemptions at City Hall.
