A plan that will allow the four-county South Coast Air Basin to meet federal standards for nitrogen dioxide emissions by 1988 has been approved by the regional Air Quality Management District. The agreement, if approved by the state Air Resources Board and the federal Environmental Protection Agency, would ensure the continuation of federal funds for such projects as highways and sewage-treatment plants. The basin has been out of compliance with the federal nitrogen dioxide standards since 1982, but it received an extension until 1987.
