Kings Villages Case Dropped

Grand theft charges against Reggie Carroll, former manager of Kings Villages, have been dropped after the district attorney’s office ruled last week that accepting payments from prospective tenants is not a violation of state law.

“Apparently there is adequate evidence of what he did,” said Robert Court, deputy district attorney. “It just doesn’t fall within the specific definition of state law.”

Carroll, who managed the federally subsidized housing complex at 1141 N. Fair Oaks Ave., was arrested Aug. 26 and booked on charges of grand theft for allegedly taking money from prospective tenants in exchange for preferential status on the tenant waiting list. He was released the same day on $1,500 bail.

Carroll, who could not be reached for comment, had been fired four days before his arrest by the project’s management company. Jim Harris, director of property management for G & K Management Co., said that Carroll had been fired for “failing to perform his duties.”

Harris said that when he fired Carroll, it was not known that the manager had allegedly been taking the tenant waiting list payments.
