VITORIA, Spain —
A car bomb believed to have been planted by militant Basque separatists exploded Saturday, killing an off-duty national policeman and seriously injuring a companion. Felix Gallego Salmon, 36, was killed instantly as the device exploded when he tried to start the car in a central district of this Basque regional center.
