Oxford Center Complex Holds Topping-Out Rites

A topping-out ceremony has been held at the Oxford Center, an $11-million office/retail/medical complex. Cloverleaf Group Inc. is developing the structure at 3500 West 8th St., one block east of Western Avenue.
