The San Fernando City Council Monday night appointed a member of the city’s Planning Commission to fill a vacant council seat.

James B. Hansen, 52, a planning commissioner for eight years and formerly the commission’s chairman, is a lifelong resident of San Fernando.

His appointment, effective immediately, erases a vacancy created when Councilman Patrick Modugno resigned Aug. 20 to move out of the city. The term runs until April, 1988

Hansen’s nomination, made by Councilman Roy Richardson was approved 3 to 1, with Councilwoman Cam Noltemeyer, the lone dissenter, saying she wanted to leave the seat vacant until April, the time of the next regular municipal election.

There were no other nominations Monday night, although, over the past two weeks, council members had interviewed several candidates, including Hansen.

The council also considered holding a special election or leaving the seat vacant until April.
