Bracing itself for the first major international soccer game since the May 29 riots at Heysel Stadium, the city of Brussels has issued special admission tickets for visiting Dutch fans for the Oct. 16 Belgium-Holland World Cup qualifying match.

On May 29, a total of 39 people were killed during a riot started by visiting fans before the Liverpool-Juventus European Cup final at a different stadium in Brussels.
