Soviets Oust Top Economist Baibakov From 2 Key Posts

The Soviet Union today ousted 74-year-old Nikolai Baibakov as the nation’s senior economic planner and first deputy chairman of the council of ministers.

The posts were handed to Nikolai Talyzin, 56, who was deputy chairman of the Council of Ministers and the Soviet permanent representative to the Council for Mutual Economic Assistance, the Eastern Bloc equivalent of the Common Market.

The removal of Baibakov, who for two decades oversaw every aspect of the Soviet economy as chairman of the Economic Planning Commission, was seen as a necessary step in leader Mikhail S. Gorbachev’s continuing drive to invigorate the sluggish Soviet economy.

The Presidium of the Supreme Soviet relieved Baibakov of his duties “in connection with his retirement on pension,” the official Tass press agency said.
