The governing body of European soccer, UEFA, decided to allow England to take part in the 1986-88 European soccer championships.

The decision was announced after a three-hour closed meeting in Vienna. The group also said it had requested the English Football Assn. to take adequate measures to prevent violence at stadiums where its national team will play.

The meeting was held to discuss action on England’s national team because of the riot in Brussels last May in which 39 people were killed. Liverpool fans were accused of starting the violence.
