Deputy Secretary of State John C. Whitehead met with Tunisia’s top leaders, seeking to repair ties in the aftermath of the recent Israeli bombing of PLO headquarters in Tunis. The Tunisians told him that they need “tangible proof” of Washington’s desire to strengthen relations, which were badly strained by President Reagan’s early expression of support for the Israeli raid. Whitehead expressed “the deep regret of our President” over the bombing and assured the Tunisians that the United States did not know of the attack in advance.
