U.S. Envoy in Turkey

ANKARA, Turkey —
Under Secretary of State Michael L. Armacost arrived Thursday for talks on bilateral relations as the two countries continued discussing a revision of their aid-for-bases agreement. Spokesmen for both sides said that Armacost’s talks with Turkish leaders will cover all aspects of Turkish-American relations, including negotiations on their defense and economic cooperation agreement, now in the second day.
