Mayor Pleads Guilty to Mishandling Ballots

A black mayor pleaded guilty Friday to a misdemeanor count of wrongdoing with absentee ballots, ending the Justice Department’s vote fraud prosecutions.

James Colvin, elected mayor of Union five years ago, entered the plea to a charge of improperly handling absentee ballots in 1984 after the Justice Department agreed to drop 16 felony counts against him.
