Monthly misconduct charges against San Francisco police officers have declined by more than a third this year, according to a report compiled for the Police Commission by the Office of Citizen Complaints, the city’s civilian watchdog agency. The average number of complaints a month for the first nine months of 1985 was 134, compared with 203 for all of 1984, said Steven V. Lutes, the agency statistician. Frank Schober, the office director, said the decrease was the result of a new system for holding supervisors responsible for the actions of officers under their command and a new practice of identifying each morning any officer named in a citizen complaint during the previous 24 hours.
