El Segundo : Permit-Parking Ordinance

The City Council adopted an ordinance Tuesday that will give residents preferential parking along residential streets. The ordinance, designed to deter aerospace and industrial employees from parking along residential streets, is part of the city’s overall traffic management plan.

Mayor Charles K. (Chip) Armstrong, and council members Carl Jacobson and Le Synadinos favored the ordinance. Councilman Jack Siadek was opposed, Keith Schuldt abstained.

Under the ordinance, citizens can obtain parking permits allowing them to park along the city’s residential streets during weekdays. Owners of cars parked on residential streets without city permits will be subject to fines. The permit zones will be monitored between 10 and 11 a.m. and again between 2 and 3 p.m. The council is considering a related ordinance that would require new employers to provide incentives to get employees to participate in pedestrian and bicycle commuting, ride sharing, public transit and other programs as alternatives to single-vehicle commuting.
