Gov. George Deukmejian nominated John K. Geoghegan, 52, a lobbyist for Shell Oil Co., to the $83,383-a-year post of cabinet secretary of business, transportation and housing. A Republican, Geoghegan held various posts under former Gov. Ronald Reagan, including director of commerce. Subsequently, he was a vice president of the California Manufacturers Assn. and joined Shell in 1983 as its government relations manager for California, Nevada, Arizona, Idaho, Oregon and Washington. His appointment is subject to Senate confirmation.
