Assemblyman Frank Hill (D-Whittier) has been appointed to the State Coastal Conservancy by Assembly Speaker Willie Brown. Hill will represent Conservancy issues in the Legislature. The Conservancy was established in 1976 to resolve conflicts among the Calfornia Coastal Commission, private developers and government officials.

Wiley Horne, 43, of Glendora has been named director of planning for the Metropolitan Water District. Horne formally served as assistant planning director and has been employed by the district since 1981.

William M. Raymond, president of Walton Associated Companies in Glendora, has been elected chairman of the AMI Glendora Community Hospital Board of Directors. Raymond lives in Glendora. Dr. Baidyanath Prasad, an internal medicine and cardiology specialist, was named president-elect and Dr. P. Cerna Atil, a thoracic and cardiovascular surgeon, was appointed to the board.

Assemblyman Charles M. Calderon (D-Alhambra) has been appointed to the California Council on Criminal Justice. The 19-member council acts as the supervisory board of the state criminal justice planning agency.

Kathie DeMatteis of La Verne has been awarded a $5,000 Samuel Goldwin Scholarship for scholastic excellence.

Thomas V. McKernan Jr. of Arcadia has been elected vice president of the Automobile Club of Southern California. McKernan has been employed by the Auto Clubsince 1966.

John Jemelian of Arcadia has been named vice president and chief financial officer for World Vision, an international relief and development organization based in Monrovia. Jemelian has served 18 years as executive vice president and chief financial officer for Akron Stores, Los Angeles and three years as vice president and general manager of Acromil Corp., City of Industry. He is a graduate of USC.
