Garden Grove : ‘Slum-Busting’ Method to Be Weighed by City
A $62,700 contract that would implement a Florida “slum-busting” technique in the Buena Clinton area will be considered by the City Council tonight.
An eight-month program proposed by the Oasis Institute of Fort Lauderdale would apply the so-called Oasis Technique, which includes providing funds for residents and landlords who make improvements to their properties and targeting problem tenants for eviction.
When Garden Grove officials first considered the Oasis program in July, the cost was estimated at $95,000. However, the cost and length of the contract were reduced, according to a staff report, because of the city’s recent effort to crack down on housing code violations.
Buena Clinton, considered the county’s worst slum, houses an estimated 7,000 residents in about 39 acres south of Westminster Avenue between Buena and Clinton streets. According to the proposal, the Oasis Institute would train city employees during the eight-month program so that they would be able to continue the technique.
