Federal inspectors toured the closed San Onofre Unit 1 nuclear power plant, concerned about an incident that damaged part of the reactor’s cooling system, a spokesman said. U.S. Nuclear Regulatory Commission spokesman Greg Cook said that Southern California Edison Co. had agreed not to restart the reactor until the NRC team understands the mishap. The commission classified the incident as an “unusual event,” the lowest level emergency notification category, Cook said.
