Anaheim : Draft of Anti-Smoking Ordinance Is Ordered

“Here we are, we are back to smoking,” Mayor Don R. Roth said as the City Council opened discussion Tuesday on a proposed ordinance.

“No smoking,” Mayor Pro Tem Irv Pickler corrected him.

The council, where the subject of smoking has become a personal issue with some city officials, asked City Atty. Jack White to draw up an ordinance that regulates smoking. Although the council did not specify whether to include the public workplace, White said he will include both public and private places in an ordinance for the council to review.

“From there, they can tear it down,” White said.

While asking for a new ordinance, the council voted 3 to 2 to postpone discussion on a policy regarding smoking in council chambers. The issue may become moot if a citywide ordinance on smoking is approved, Councilman E. Llewellyn Overholt Jr. said.

Councilwoman Miriam Kaywood, who, along with Pickler, voted against the continuance of the smoking-in-chambers issue, has complained about Councilman Ben Bay’s smoking during the weekly daylong Tuesday sessions.

“People’s health is involved--including right up here,” Kaywood said.

Bay, who lit up during the discussion, made no comments on the issue and abstained from the vote.
