Los Angeles Superior Court Judge Robert R. Devich, supervising judge of the criminal courts, was elevated to the 2nd District state Court of Appeal by Gov. George Deukmejian. His appointment to the $88,264-a-year post must be confirmed by the Commission on Judicial Appointments.
