A lieutenant and an intern officer on the civilian police force at Seal Beach Naval Weapons Station have pleaded not guilty to federal charges of stealing a small boat, two electric typewriters and an emergency lighting system from the base. Lt. Ralph A. Barry, 35, of Anaheim and intern Joel Washington, 22, of Long Beach were freed on bonds of $10,000 and $5,000 respectively. The FBI said that shortly before he was arrested, Barry was negotiating to sell a small Coast Guard boat to an undercover agent for $6,000. The FBI also said in an affidavit that the undercover agent twice drove past Marine guards in a truck loaded with stolen goods.
