A Los Angeles police board of rights recommended 22 days of suspension for a former internal affairs investigator who admitted lying in a deposition and giving false statements to a superior officer in a civil suit against the department by another officer. Cmdr. William Booth, department spokesman, confirmed that Sgt. Fred Tuller admitted he lied in claiming that he had not reviewed the home telephone bills of Sgt. Darryl Mounger, who last year sued to prevent the department from using any self-incriminating statements he made to LAPD internal investigators during a probe centering on his representation of a fellow officer facing charges. Mounger contended in his suit that the rights of officers are routinely violated during such inquiries. Police Chief Daryl F. Gates can accept or reduce the recommended penalty, but cannot increase it.
