The PGA Tour policy board has denied Severiano Ballesteros’ appeal and confirmed a one-year suspension of his playing rights on the American professional golf tour.

The action was taken during a regularly scheduled meeting of the policy-making body at Tampa, Fla., Tuesday and announced by Commissioner Deane Beman Friday.

The announcement was delayed, Beman said, until the Spanish star could be informed of the board’s action.

The board announced last month that Ballesteros, a former British Open and Masters champion, would be suspended for one year for his failure to compete in the required 15 American tour events in 1985.

The decision meant that Ballesteros will be eligible to compete in the United States in 1986 only in the Masters, U.S. Open and PGA, and in the USF&G; tournament at New Orleans, in which he is the defending champion.
