Announced the resignation of David G. Ackerman as undersecretary of the Business, Transportation and Housing Agency. Ackerman will become executive vice president of the California Chamber of Commerce. He follows his former state boss, Kirk West, who left as the agency’s chief to become chamber president.

Assembly Floor Action: Bicycle Helmets: Approved and sent to the Senate on a 46-19 vote a bill (AB 1019) by Assemblyman Jack O’Connell (D-Carpinteria) to require youngsters under 4 years old to wear safety helmets when riding as bicycle passengers.

Air Bags: Approved and sent to the Senate on a 42-30 vote a bill (AB 1099) by Assemblyman Rusty Areias (D-Los Banos) to require air bags as a purchaser option on at least one-third of new automobiles sold in California by each manufacturer after Sept. 1, 1988. The state’s mandatory seat belt law already requires air bags in all new cars sold in the state in 1989.

Bills Introduced: Child “Safe Houses”: AB 2780 by Assemblyman Johan Klehs (D-San Leandro) would set up a mechanism for neighborhood “safe houses” where children, with the cooperation of law enforcement agencies, can go in emergencies such as being threatened in the street.

Senate Floor Action: Parks Bond Issue: Approved and sent to the governor on a 40-0 vote a bill (SB 806) by Sen. Robert Presley (D-Riverside) to place on the June 3 primary election ballot a $100-million bond issue for purchase of community park lands.

Bills Introduced: Restrooms: SB 1629 by Sen. Art Torres (D-South Pasadena) would require public and privately owned facilities used by the public to have adequate restrooms, and require that there be as many toilets for females as there are toilets and urinals for males.
