The State : Barge Blamed in Oil Spill

The oil barge Apex Houston was officially blamed for an oil spill that soiled beaches and injured more than 2,300 sea birds from Monterey to Marin County, and the Coast Guard said damage--for which the barge’s owner, G. N. P. Tank and Barge of St. Louis may be liable--could amount to more than $85,000. A Coast Guard spokesman said tests “positively identified” the slick as coming from the Apex Houston, whose operators reported that oil might have been lost through a hatch cover that came off as the barge was being towed from San Francisco to Los Angeles Feb 1.
