A state higher education review panel, divided over who should govern the community colleges, has decided to spend more time studying alternatives. The Master Plan Review Commission agreed on most of its report to the Legislature, which calls for the two-year colleges to concentrate on preparing students for jobs or to transfer to four-year universities. But the members could not agree on a plan to give state officials more control over the locally run colleges, which operate largely on state funds. The commission will meet March 18 and 19 in Los Angeles to try to settle the issue.
