Coloradan Picked for Seat on Capital Appellate Court

WASHINGTON — President Reagan will nominate Stephen F. Williams to succeed Malcolm R. Wilkey as a judge of the U.S. Court of Appeals for the District of Columbia, the White House said Wednesday. Williams, 49, is a professor at the University of Colorado Law School.
