An ordinance to regulate temporary parking lots during the first space shuttle launch at Vandenberg Air Force Base was approved by Santa Barbara County supervisors. Up to 200,000 visitors may attend the first West Coast launch of the space shuttle tentatively scheduled for the summer, the county estimates. Under the ordinance, vacant farmlands near Lompoc may be used as parking lots with a permit from the county. Fees to the county range from $15 for 40 vehicles to $600 for more than 2,000 vehicles. The ordinance also allows landowners to open temporary parking lots for 48 hours before a launch and 48 hours after the launch. Trash containers and sanitary facilities must be provided for the public, and must be removed within one week after the permit expires, the ordinance says. Launch plans may be delayed because of the recent Challenger shuttle disaster.
