About 20,000 retired federal employees in the Los Angeles area have yet to receive W-2 federal income tax withholding forms they were supposed to get by Feb. 1, it was acknowledged by officials who said they were at a loss to explain it. Although federal Office of Personnel Management spokeswoman Elee Roeder said in Washington that the forms were sent “on time” to the Postal Service here from the Office of Personnel Management’s data processing center in Macon, Ga., a local Postal Service spokesman said they never arrived. “If they are in the system, we would have located them by now,” said Larry Dozier, Postal Service public affairs specialist. “We’re making every effort, but we have no record of having received them.” Roeder said duplicates have been issued and were sent Wednesday from Washington instead of from Macon. Anyone who receives a second W-2 form in the mail, she added, can just tear one of them up.
