15-Year Terms Proposed for Supreme Court Justices

WASHINGTON — Rep. Byron L. Dorgan (D-N.D.) said Friday he will introduce a constitutional amendment to limit the terms of Supreme Court justices, who now are appointed for life, to just 15 years. The proposed amendment would allow a President to reappoint a justice for additional 15-year terms, Dorgan said.
