The Occupational Safety and Health Administration has accepted a settlement with Union Carbide Corp. for the August chemical leak in Institute, W.Va., that left six workers hospitalized and sent 135 neighbors to emergency rooms. OSHA said it is fining Union Carbide $4,400 for what it called five “serious” violations of government regulations that were blamed for the leak. Carbide also agreed to purchase and install a $25,000 simulator that will allow workers at Institute to train on an actual chemical plant panel.
