The warden of Terminal Island federal prison said he will go back to a previous policy of keeping temporary inmates on lock-down status--separated from other inmates, and without programming, work or yard privileges--if there is even one more escape attempt or more incidents of disruptive behavior. Temporary prisoners, held at Terminal Island pending court disposition, formerly were locked down routinely, but this was changed when Warden R. H. Rison took over in 1984. Despite his warning, however, a prison spokesman said there has not been any marked upsurge in disorderly conduct by temporary inmates--and only one officially reported escape attempt so far this year.
