DUBAI, United Arab Emirates — This Persian Gulf emirate and neighboring Abu Dhabi are building an 88-mile fence to keep camels from straying onto a major desert highway, where they are the main cause of traffic accidents, the newspaper Al Bayan said Tuesday.
