Accused of drug abuse, three members of the California Air National Guard are being discharged at their base in Fresno. The three guardsmen, who were not identified, are the first to be fired under a mandatory drug-testing program started last month. Base spokesman James Arthur said two of the discharged guardsmen tested positive for traces of marijuana. At least 25 of the base’s 1,100 employees will be tested each month, Arthur said.
