The Assembly overwhelmingly approved legislation that would have prevented the members of the Los Angeles City Council from voting themselves a pay raise last year without discussion or public notice. The pay raise ultimately was overturned because it was higher than the City Charter allowed, but the procedure was legal. The Assembly-approved bill would require posted written agendas 72 hours in advance of any regular meeting of a local governmental legislative body. Non-agenda items could be taken up only in emergency situations. The courts could declare actions taken outside of this framework to be null and void. A 67-2 vote sent the bill by Assemblyman Lloyd Connelly (D-Sacramento) to the Senate. There was no debate.
