The former chief of the Los Angeles International Airport Security Bureau was ordered held for trial on two counts of embezzling public funds and one of falsifying public records. Municipal Judge Sandy Kriegler set May 22 for arraignment of Frank Costigan, 44, before Superior Court Judge Henry Nelson. Costigan, who was probationary chief of the security agency from November, 1983, to October, 1984, is accused of charging the Department of Airports for rental cars he used personally and for submitting false mileage claims for driving his own car to a conference in Northern California. The district attorney’s office said Costigan actually drove a rental car to the conference. The alleged embezzlement amounted to about $1,000. Costigan is free on $1,500 bail.
